Fake Lottery Tells Victims They Won, Just By Paying Utility Bill

Canadian scammers have come up with something new -- a phony lottery in which "winners" are chosen from among local utility company customers.

Arkansas Attorney General Mike Beebe says consumers in his state have reported getting letters from the scammers in the last two weeks.

The letter comes from a company called "Capital One Corp." based in Massachusetts. It claims that the recipient has won $50,000 through a random drawing based on account numbers of local utility customers.
